Secretary-General Masatoshi Enatsu of the Happiness Realization Party (HRP,Party Leader: Ryoko Shaku) has announced the “Taiwan Relations Act (Happiness Realization Party draft)” on September 6 in the press conference held at the Legislative Yuan (organized by Taiwan Association of University Professors).

In the conference, Enatsu stated, “It was a wrongful act, from the spirit of “Bushido”, for Japanto one-sidedly sever its diplomatic relations with Taiwan.
We, Japan, should take a step forward to strengthen our relations with Taiwan and establish a mutual alliance.” “The current relationship between Japan and Taiwan is vulnerable. It is based on exchange between the people of the two nations, not on law. Therefore, we have drafted a Taiwan Relations Act.”

HRP considers the Japan-Taiwan tie as an important factor in protecting Asian freedom from the hegemonism of the Chinese Communist Party. HRP has established the “Happiness Realization Party Japan-Taiwan Local Assembly Members Group” (Chairperson: Kazumi Furukawa, a city council member of Koga, Ibaraki Prefecture) and has been deepening its relations with Taiwan. This time, HRP has drafted the “Taiwan Relations Act” to further strengthen its relationship with Taiwan. HRP will expand its activity to legislate the Act.

“Taiwan Relations Act” drafted by The Happiness Realization Party

Article 1 (Purpose)

This Act aims to deepen the interaction between Japan and Taiwan in all fields, in order to protect peace and realize prosperity in the Indo-Pacific region.

 

Article 2 (Basic Principle)

It shall be confirmed by this Act that Japan and Taiwan share the value of “Freedom, Democracy and Faith” and both Parties are partners to protect this universal value in the Indo-Pacific region to the end.

 

Article 3 (Mutual Exchanges)

 

  1. 1. The Japanese government shall conduct and encourage mutual visits between Japan and Taiwan through every opportunity.
  2. 2. The Japanese government shall not restrict its government officials to conduct mutual visits between Japan and Taiwan in order for them to have meetings and implement other mutual exchanges with Taiwanese governmental officials.

 

Article 4 (Guarantee of Legal Rights)

The rights that Taiwanese citizens have acquired and or will acquire hereafter under the laws of Japan (including property rights and other rights) shall be guaranteed, unless it is contrary to public welfare and the national security interests of Japan.

 

Article 5 (Support for Taiwan’s Participation in International Organisations)

The Japanese government shall support Taiwan’s participation in international organizations as necessary.

 

Article 6 (Strengthening Security Cooperation)

 

  1. 1. The Japanese government acknowledges that Taiwan emergency is the situation posing threats to the survival of Japan (the situation stipulated in the Act on the Peace and Independence of Japan and Maintenance of the Nation and the People’s Security in Armed Attack Situations etc., Law No. 79 of 2003).
  2. 2. The Japanese government shall work on the defense of the Taiwan Strait and its surrounding sea areas based on the understanding that Taiwan is included in the “Far East,” as stipulated in The Security Treaty between Japan and the United States of America.
  3. 3. The Japanese government shall ensure that the governmental agencies including the Self Defense Force can provide information and exchange personnel when it recognizes that it is necessary to enhance its system of security cooperation with Taiwan and realize peace and prosperity of the Indo-Pacific region.

    Supplementary Provision

    【Effective Date】

    Article 1 This Act shall come into effect as of the date of promulgation.
